So I want to grow some Java gerf, Anubis (some easier ones, not sure which are easier?) and some moss. Was looking at grolux T5 tubes, my tank is a standard 4 foot, would 2 54 watts be sufficient and will the grolux provide all spectrums required?

The easiest answer is yes. If the unit comes with tubes then great otherwise buy a 6500k and 8000k or 2x6500k. Standard tubes work fine. You don’t need fancy “grow” tubes...

Contact The Lamphouse for T5 tubes...

A single T8 over the tank would suffice with Java fern and Anubias. No need for anything special at all... You don't need a T5 but it would be nicer.
