Exactly how much time do you leave your lights on for?

Too much light. Try reducing it. Used to have the same problem, reduced my lights to 4 hours and see how it goes. Or cut the time in two instalments like i do. 2 in the morning and 4 at night.

Almost two months in and it has gotten worse :/ tried everything ( cutting ferts, blackouts, large water changes, frequent smaller ones, scrubbing daily, doubling liquid carbon..... and they just laugh it off) only things I haven't tried is phosphate/silica removing media and erythromycin ( which is the gold standard apparently to get rid of the Cyanobacteria but sadly can't fake a nasty infection to get a prescription )

Ammonia and nitrite is 0 ppm and nitrates are sitting at 5 ppm

Any other strategies I've missed ??

You can use antibiotics to treat severe infestation but note that it will also have a knock on your good bacteria. You will need to increase the level of oxygen and ensure that the water temperature is not too high,

If it is in fact Cyano, you should not cut nitrate dosing. They hate nitrates...

I have purmycin if you want. I got it specifically for the cyano...

    Do nothing.

Cut back on feeding. When you do your scheduled water change siphon the substrate thoroughly. It will go away by itself. My tanks have always been invaded by this stuff and it has always gone away without resorting the antibiotics and other heroic measures.

Your tank is young. This type of outbreak is typical and if the tank is left to run its course the cyano will vanish of its own accord.
